شبکه بنادر ترکیه در سال ۲۰۲۵ حدود ۵۵۳٫۲۷ میلیون تن کالا و ۱۳٬۹۹۶٬۵۷۹ TEU کانتینر جابه‌جا کرده است. جامعه تحلیلی این پژوهش شامل ۵۹ بندر و پایانه تجاری در ۲۹ حوزه ریاست بندر و چهار پهنه مرمره، مدیترانه، اژه و دریای سیاه است. حوزه‌های منتخب با حدود ۵۴۲٫۱۵ میلیون تن عملیات، نزدیک به ۹۸ درصد عملکرد کالایی ثبت‌شده در داده‌های تفصیلی ترکیه را پوشش می‌دهند؛ بنابراین نتایج، تصویری از هسته اصلی و فعال شبکه بندری این کشور ارائه می‌کنند.
برای ارزیابی جایگاه حوزه‌های بندری، مدلی پنج‌شرطی بر پایه مقیاس بار، تردد شناور، سهم بار بین‌المللی، قابلیت دریایی و اتصال مستقیم ریلی به کار گرفته شد. نتایج، Kocaeli ،Tekirdağ ،Ambarlı ،Aliağa ،İskenderun و Mersin را در سطح هاب‌های بین‌المللی قرار می‌دهد. سایر حوزه‌ها بر حسب میزان احراز شروط در دو گروه هاب منطقه‌ای و پشتیبان طبقه‌بندی شده‌اند. این طبقه‌بندی رتبه‌بندی مطلق بنادر نیست؛ زیرا یک هاب منطقه‌ای یا پایانه تخصصی ممکن است برای محموله‌ای مشخص، انتخاب مناسب‌تری از یک هاب بین‌المللی باشد.
تحلیل جغرافیایی نشان می‌دهد مرمره بزرگ‌ترین و متنوع‌ترین خوشه بندری ترکیه و کانون اصلی فعالیت‌های کانتینری، صنعتی، خودرویی، شیمیایی و Ro-Ro است. مدیترانه با محوریت Mersin و İskenderun، ترکیبی از عملیات کانتینری، فولاد، فله خشک، انرژی و بار عمومی را در اختیار دارد. فعالیت بنادر اژه به میزان زیادی حول خوشه صنعتی و بندری Aliağa متمرکز است. دریای سیاه نیز پراکنده‌ترین ساختار را دارد و فاقد هاب بین‌المللی در مدل پژوهش است؛ بااین‌حال، Samsun ،Zonguldak و Karadeniz Ereğli در حمل فله، فولاد، بار عمومی و برخی خدمات چندوجهی نقش منطقه‌ای مهمی ایفا می‌کنند.
مهم‌ترین دلالت مطالعه برای ایران آن است که بنادر ترکیه جایگزین کامل بنادر جنوبی کشور نیستند. کاربرد قابل دفاع آن‌ها، تنوع‌بخشی به دروازه‌های تجاری، ایجاد مسیرهای مکمل برای کالاها و مقاصد مشخص و فراهم‌کردن گزینه پشتیبان در شرایط اختلال است. برای کانتینر و کالای صنعتی، حوزه‌های Kocaeli ،Mersin ،Ambarlı ،Aliağa ،Tekirdağ و İskenderun؛ برای فله خشک و مواد اولیه، Ceyhan ،İskenderun ،Karabiga ،Samsun و Bandırma؛ و برای مواد شیمیایی و فله مایع، Kocaeli ،Ceyhan و Aliağa در اولویت بررسی قرار دارند.
در سطح سیاستی، پیشنهاد می‌شود اتاق بازرگانی تهران با همکاری نهادهای مسئول، پایگاه اطلاعاتی بهنگام بنادر ترکیه را ایجاد کند و پیش از هرگونه تعهد بلندمدت، مسیرهای منتخب را از طریق پایلوت‌های کالامحور ارزیابی نماید. انعقاد قراردادهای سطح خدمت، تبادل پیش‌اظهاری اطلاعات گمرکی و بندری، تعریف چند دروازه پشتیبان برای جریان‌های اصلی تجارت و مشروط‌کردن سرمایه‌گذاری زیرساختی به تقاضای پایدار و ارزیابی هزینه درِ تا درِ، مهم‌ترین الزامات اجرایی برآمده از پژوهش هستند.

Turkey’s ports handled approximately 553.27 million tonnes of cargo and 13,996,579 TEU in 2025. This study covers 59 active commercial ports and terminals located within 29 harbour-master areas across the Marmara, Mediterranean, Aegean and Black Sea regions. The selected areas handled about 542.15 million tonnes, representing nearly 98% of the cargo recorded in Turkey’s detailed port statistics. The findings therefore describe the operational core of the national port network rather than provide a complete inventory of coastal facilities.
The study applies a five-condition classification framework based on cargo scale, vessel calls, the share of international cargo, maritime accessibility and direct rail connectivity. Kocaeli, Tekirdağ, Ambarlı, Aliağa, İskenderun and Mersin qualify as international hubs, while the remaining areas are classified as regional hubs or supporting gateways. This classification should not be interpreted as an absolute ranking: a regional hub or specialist terminal may offer a better operational fit for a particular cargo flow than a larger international hub.
The regional analysis reveals a highly differentiated network. Marmara is Turkey’s largest and most diversified port cluster, combining container, automotive, Ro-Ro, steel, chemical and industrial activities. The Mediterranean region, led by Mersin and İskenderun, combines container operations with steel, dry bulk, energy and general cargo. The Aegean network is strongly concentrated around the industrial-port cluster of Aliağa. The Black Sea has the most dispersed structure and contains no international hub under the study model; nevertheless, Samsun, Zonguldak and Karadeniz Ereğli perform important regional functions in bulk cargo, steel, general cargo and selected multimodal services.
For Iranian trade, Turkish ports should not be regarded as comprehensive substitutes for Iran’s southern gateways. Their principal value lies in route diversification, cargo-specific complementary services and operational redundancy. Kocaeli, Mersin, Ambarlı, Aliağa, Tekirdağ and İskenderun warrant consideration for containerised and industrial cargo; Ceyhan, İskenderun, Karabiga, Samsun and Bandırma for dry bulk and industrial inputs; and Kocaeli, Ceyhan and Aliağa for chemicals and liquid bulk. Final terminal selection must nevertheless be based on cargo type, destination, technical compatibility, available capacity, service frequency and total door-to-door logistics cost.
The recommended policy approach is to establish an up-to-date port intelligence system, test selected alternatives through cargo-based pilot operations and negotiate measurable service-level agreements with terminal and transport operators. Advance exchange of customs and port information, the definition of alternative gateways for major cargo flows, and the assessment of infrastructure projects against demonstrated demand, reliability and door-to-door cost should precede long-term commitments. The central conclusion is that logistics resilience is achieved through a portfolio of specialised and interconnected gateways rather than dependence on a single port or corridor.
