This report examines the opportunities, requirements, and practical pathways for Iranian businesses to access and utilise the commercial port infrastructure and services of Türkiye. Focusing on legal, commercial, operational, and logistical considerations, it presents an actionable framework for establishing reliable, lawful, and economically viable access to Turkish port services. Particular attention is given to the roles of chambers of commerce, trade consortia, and private companies in facilitating and implementing such arrangements.
A central focus of the report is the governance and operational structure of Turkish ports and the identification of appropriate contractual counterparties. The analysis demonstrates that effective access to port services cannot be secured solely through agreements with port authorities or general memoranda of understanding. Instead, it requires a coordinated set of enforceable contracts with terminal operators, shipping lines, logistics service providers, customs brokers, and other participants in the supply chain. The report therefore examines established port governance models and identifies contractual arrangements suited to the operational and commercial needs of Iranian businesses.
Drawing on Iranian and Turkish foreign trade statistics for 1399–1403 (2020/21–2024/25), the report assesses Türkiye's significance as a trading partner and the potential demand for its maritime and logistics infrastructure. It distinguishes bilateral trade volumes from actual demand for maritime transport services, emphasising the need for commodity-specific and route-specific assessments. Turkish ports are considered complementary gateways that could support trade route diversification, reduce logistical dependency, and strengthen the resilience of Iran's international supply chains rather than replace its existing southern maritime gateways.

For the initial phase of cooperation, the report recommends a **Managed Gateway Model**, under which the chamber of commerce would serve as an institutional facilitator, coordinating members' demand, engaging with Turkish stakeholders, and supporting commercial negotiations. Binding agreements would be concluded and implemented by participating companies or a dedicated consortium. The proposed cooperation framework follows four progressive stages, ranging from conventional logistics service contracts and direct terminal agreements to dedicated operational capacity arrangements and, where justified, longer-term investment partnerships.
Within this framework, Mersin, Kocaeli, and Aliağa are identified as initial candidates for further commercial and operational assessment. The report highlights that final port and terminal selection should be based on cargo characteristics, actual service availability, operational performance, legal and sanctions-related constraints, and total door-to-door logistics costs. Customs requirements, international transport arrangements, payment mechanisms, insurance availability, and sanctions compliance are also considered essential elements of commercial feasibility.
The report concludes with a phased implementation roadmap designed to translate the identified opportunities into practical commercial arrangements. Beginning with verified cargo demand from chamber members and structured requests for information from port operators and logistics providers, the proposed programme envisages an initial 90-day period covering legal and operational assessments, risk screening, pilot shipments, and negotiations for framework agreements. Decisions concerning long-term capacity commitments or potential investments would follow within a 12–24-month horizon, subject to demonstrated operational performance and measurable key performance indicators.
By integrating trade statistics, legal and institutional analysis, international experience, and the operational characteristics of Turkish ports, this report seeks to provide the Tehran Chamber of Commerce and Iranian businesses with an evidence-based foundation for informed decision-making. Its ultimate objective is to establish a practical, phased, and risk-conscious pathway for leveraging Türkiye's port and logistics capabilities to support Iranian trade and strengthen international supply-chain connectivity.
