Conflict and post-conflict economies face destruction of physical and human capital and must rebuild trust, restore market functioning, and re-establish institutional capacities. This paper discusses how industrial policy (IP) can drive economic and industrial recovery in conflict and post-conflict settings. It first identifies the key structural and policy challenges that shape recovery, including institutional capacities, distorted production structures, and territorial inequalities, while also highlighting opportunities for recovery. The paper then proposes a framework for industrial policymaking focused on rebuilding institutional capacity, attracting investment, promoting labour-intensive industries, and fostering export diversification. It reviews relevant IP instruments – such as special economic zones, clusters, and support for standards and branding – and examines the role of foreign direct investment and technology transfer in strengthening recovery. The study concludes by outlining areas where the United Nations Industrial Development Organization (UNIDO) can provide targeted policy and technical support to support recovery and reinforce industrial resilience.
