این گزارش با هدف تحلیل جایگاه و کارکرد حمل‌ و نقل ریلی در کاهش هزینه‌ های لجستیکی و ارتقای تاب‌ آوری شبکه حمل‌ و نقل کشور تهیه شده است. در بخش نخست، مفاهیم لجستیک و اجزای زیرساختی آن در عرصه حمل‌ و نقل تبیین و سپس وضعیت ایران در شاخص جهانی عملکرد لجستیک به‌ صورت تطبیقی بررسی شده است. در ادامه، ساختار و ابعاد هزینه‌ های ملی لجستیک تحلیل گردیده است.
در گام بعد، به منظور ارزیابی نقش حمل‌ و نقل ریلی در کاهش هزینه‌ های لجستیکی وضعیت موجود شبکه ریلی کشور، دلایل ضعف و عقب‌ ماندگی آن و سیمای حمل‌ و نقل ریلی در ایران و جهان بر اساس آمار بین‌ المللی و داخلی مورد بررسی قرار گرفته است. همچنین جایگاه راهبردی حمل‌ و نقل ریلی در نظام یکپارچه حمل‌ و نقل و لجستیک ملی و میزان تاب‌ آوری آن در شرایط بحرانی نیز تحلیل شده است.
در پایان، بر مبنای یافته‌ های پژوهش، نتایج کلیدی و مجموعه‌ ای از پیشنهادات اجرایی و سیاستی به‌ منظور بهبود کارایی، کاهش هزینه‌ ها و افزایش تاب‌ آوری حمل‌ و نقل ریلی کشور ارائه گردیده است.

This report has been prepared with the aim of analyzing the role and function of rail transport in reducing logistics costs and enhancing the resilience of the national transportation network. In the first section, the concepts of logistics and its infrastructural components in the field of transportation are explained, followed by a comparative assessment of Iran’s position in the Global Logistics Performance Index. Subsequently, the structure and dimensions of national logistics costs are analyzed.
In the next step, in order to evaluate the role of rail transport in reducing logistics costs, the current state of the country’s rail network, the reasons for its weaknesses and underdevelopment, and the status of rail transport in Iran and worldwide—based on international and domestic statistics—are examined. Furthermore, the strategic position of rail transport within the integrated national transport and logistics system and its level of resilience under crisis conditions are analyzed.
Finally, based on the findings of the study, the key results and a set of practical and policy recommendations aimed at improving efficiency, reducing costs, and increasing the resilience of the country’s rail transport system are presented.
