در شرایط جنگی، پیامدهای درگیری برای کسب‌وکارها بسیار متنوع است و ضرورت دارد تاب‌آوری و مسئولیت‌پذیری شرکت‌ها در چنین موقعیت‌هایی تقویت شود. گزارش حاضر ترجمه‌ای از گزارشی است که توسط برنامه توسعه سازمان ملل متحد (UNDP) تهیه شده و به بررسی تأثیر جنگ بر عملکرد کسب‌وکارها و رعایت حقوق بشر در اوکراین می‌پردازد.
این گزارش که بازه زمانی فوریه ۲۰۲۲ تا مارس ۲۰۲۳ را پوشش می‌دهد، رویکرد دولت و شرکت‌ها را در مواجهه با چالش‌های ناشی از جنگ و تأثیرات آن بر حقوق بشر مورد مطالعه قرار داده است. نتایج نشان می‌دهد کسب‌وکارها هرگز در زمان جنگ بی‌طرف نیستند و فعالیت‌های آن‌ها می‌تواند تأثیر مستقیم بر وضعیت درگیری‌ها و حقوق بشر داشته باشد. توان شرکت‌ها برای مدیریت این چالش‌ها به عوامل متعددی از جمله نوع صنعت، اندازه و موقعیت جغرافیایی محل فعالیت آنها بستگی دارد.
گزارش همچنین بیان می‌کند که پیش از شروع جنگ، بسیاری از شرکت‌ها آمادگی لازم برای رعایت دقیق حقوق بشر در شرایط بحرانی را نداشتند و حمایت و راهنمایی‌های دولتی نیز کافی نبوده است. این موضوع منجر به مشکلاتی مانند تهدید امنیت کارکنان، تبعیض، کاهش دستمزد و تأمین ناکافی منابع حیاتی شده است.
در بخش‌های پایانی، گزارش به ارائه راهکارهای عملی برای افزایش دقت و مسئولیت‌پذیری شرکت‌ها می‌پردازد، از جمله ایجاد برنامه‌های پشتیبانی کارکنان، تیم‌های مدیریت بحران، خطوط ارتباط اضطراری و حمایت‌های پزشکی و روانی. برای عمل به این توصیه‌ها، سازوکارهای داخلی و غیرقضایی برای رسیدگی به نقض حقوق بشر اهمیت ویژه‌ای دارند.
این مطالعه ضمن ارائه توصیه‌هایی برای دولت‌ها، شرکت‌ها و سازمان‌های جامعه مدنی، به دنبال تقویت سیاست‌گذاری اقتصادی در شرایط جنگ و افزایش تاب‌آوری کسب‌وکارها است.
پیوست‌های گزارش شامل روش تحقیق، پرسش‌نامه‌ها و ابزارهای میدانی هستند که می‌توانند ایده‌هایی برای طراحی مطالعات مشابه و الگوبرداری در تحلیل‌های ملی یا بین‌المللی فراهم کنند.

In the context of armed conflicts between countries, the impacts on businesses vary widely, underscoring the urgent need to enhance corporate resilience and responsibility. This report is a translation of a study prepared by the United Nations Development Programme (UNDP) that examines how war influences business operations and human rights adherence in Ukraine. Covering the period from February 2022 to March 2023, the report analyzes the approaches taken by governments and companies to address war-induced challenges and their effects on human rights.
Findings reveal that businesses are never neutral during conflicts, and their activities can directly affect both the course of hostilities and human rights conditions. The capacity of companies to manage these challenges depends on several factors, including industry type, company size, and geographic location of operations.
The report also highlights that prior to the outbreak of war, many companies lacked the preparedness necessary to rigorously uphold human rights under crisis conditions, and governmental support and guidance were insufficient. This gap contributed to problems such as threats to employee security, discrimination, wage reductions, and inadequate provision of essential resources.
In its concluding sections, the report offers practical recommendations to improve corporate due diligence and accountability, such as establishing employee support programs, crisis management teams, emergency communication lines, and medical and psychological assistance. To implement these recommendations effectively, internal and non-judicial mechanisms for addressing human rights violations are emphasized.
This study aims to support governments, businesses, and civil society organizations in strengthening economic policy during wartime and boosting business resilience.
The report's annexes include the research methodology, questionnaires, and field tools that provide valuable ideas for designing similar studies and benchmarking in national or international analyses.
