اصلاح نظام گمرکی و ارتقای توان لجستیکی، اقدام مهمی برای اتصال اقتصاد کشور به زنجیرههای ارزش جهانی و پیشبینیپذیری تجارت خارجی است. تجارت خارجی کشور با پراکندگی مسئولیت دستگاهها، تداخل مقررات و توقفهای طولانی کالا در مرزها روبهرو است که این موانع هزینههای لجستیکی بالایی را به فعالان اقتصادی تحمیل میکند. در این شرایط، این پرسش مطرح میشود که ایران چگونه میتواند بر اساس تجارب موفق جهانی و اقتضائات داخلی، اقدامات اصلاحی نظام گمرکی و لجستیکی را در پیش بگیرد؟
برای پاسخ به این پرسش، با بررسی دادههای ۱۰ ساله شاخص عملکرد لجستیک (LPI) و ارزیابی تطبیقی تجربه ۷ کشور منتخب در سه گروه «کشورهای دارای جهش اصلاحی» (ازبکستان و کنگو)، «کشورهای دارای اصلاحات همسو» (هند، ویتنام، امارات و عربستان) و «الگوی مرجع» (سنگاپور)، نشان داده میشود که تحول گمرکی پیش از آنکه ماهیتی فنی داشته باشد، نیازمند بازنگری اساسی در مدل حکمرانی زنجیره تجارت است.
موفقیت این کشورها نشاندهنده فاصله گرفتن گمرک از نقش سنتی مرزبان فیزیکی و تبدیل آن به تسهیلگر دادهمحور است. این تغییر، با ایجاد پنجره واحد، مدیریت ریسک هوشمند و انتقال کنترلهای غیرضروری به مرحله پس از ترخیص محقق شده است.
بنابراین، برای تحول نظام گمرکی کشور پیشنهاد میشود نگاه گمرکمحور به نگاه کلان حکمرانی زنجیره تجارت تغییر پیدا کند تا گمرک، وزارت صمت، بانک مرکزی و نهادهای استاندارد و بهداشت در یک قالب هماهنگ عمل کنند. در این راستا، تکمیل و ارتقای «پورتال ملی اطلاعات تجارت فرامرزی» بهعنوان تنها مرجع رسمی قوانین و هزینهها برای حذف ابهام و تفسیرهای سلیقهای ضروری است. همزمان، تبدیل پنجره واحد به سکوی واقعی تصمیمگیری بیندستگاهی، پیادهسازی مدیریت ریسک یکپارچه و اعطای تسهیلات ویژه به «فعالان اقتصادی مجاز (AEO)» میتواند توقف کالا در مبادی ورودی را به حداقل برساند.
Reforming the customs system and enhancing logistical capacity are important steps toward connecting the national economy to global value chains and ensuring predictability in foreign trade. The country's foreign trade faces fragmented inter-agency responsibilities, overlapping regulations, and long delays of goods at borders, barriers that impose high logistical costs on economic operators. Under these circumstances, the key question arises: How can Iran take corrective action in its customs and logistics systems based on successful global experiences and national requirements?
To answer this question, by examining 10-year data from the Logistics Performance Index (LPI) and conducting a comparative evaluation of 7 selected countries across three groups "Leapfrog Reformers" (Uzbekistan and Congo), "Aligned Reformers" (India, Vietnam, UAE, and Saudi Arabia), and the "Reference Model" (Singapore) this report shows that customs transformation is fundamentally a matter of rethinking the trade chain governance model, rather than a merely technical issue.
The success of these countries highlights a shift away from the traditional role of customs as a "physical border guard" toward a "data-driven facilitator." This transition has been achieved through real single windows, smart risk management, and moving non-essential controls to the post-clearance stage.
Therefore, for a fundamental transformation of the country's customs system, it is recommended to shift from a narrow "customs-centric" view to a holistic "trade chain governance" approach, ensuring that Customs, the Ministry of Industry, Mine and Trade, the Central Bank, and standard and health organizations operate in a synchronized manner. In this regard, completing and upgrading the "National Cross-Border Trade Information Portal" as the sole official reference for laws and costs is essential to eliminate ambiguities and discretionary interpretations. Simultaneously, converting the Single Window into a real platform for inter-agency decision-making, implementing integrated risk management, and granting special facilities to "Authorized Economic Operators (AEO)" can minimize cargo dwell time at entry points.
